KYW 1060 reports the city has moved into "Phase 2" of snow removal: "KYW's Hadas Kuznits reports that this can't come a minute too soon say people who live on Philadelphia side streets. Many say the city has left the snow to pile up, blocking in their cars and leaving the roads dangerously icy. (Meanwhile) KYW's Mike DeNardo reports that the Philadelphia School District is asking the state for a break on its 180-day rule because of all the snow. Philadelphia schools have been closed five days already this winter because of snow. State law says schools have to be in session for 180 days. But rather than adding five days in June, Philadelphia schools superintendent Arlene Ackerman is asking the state to bend a little."
