The Philadelphia Courts says it needs money to hire more probation officers.
First Judicial District Officials came to Philadelphia City Council budget hearings asking for another $5 million. Chief Judge Pamela Dembe says existing probation officers are overworked.

“Well Ron Castille gave out a 11 million dollar political welfare check to his buddies and Sandra Newman only wanted 500 hundred thousand of that, as a finders fee for her son. So that leaves the taxpayers with a 10.5 million dollar hole in the budget, a hole in the ground at 15th and Arch Street and hole in their pockets.
Now don't forget we still pick up the lunch tab at the Four Seasons and pay for their exotic trips to far off places around the world and the Court are only short 5 million dollars. It must be really nice to Judicial welfare card to whip out when it is time to breakout the cash.”
