Councilman: We Need to Address Panhandling

A Philadelphia councilman says it's time to take another look at aggressive panhandling.

It's been about a decade since the city enacted an aggressive panhandling law banning people from asking for money near ATMs or store entrances. Councilman Frank DiCicco says it's not working.
