“We should think long and hard before we reduce the income and stability of the neighborhoods,” says Gilman, “especially when there are other ways to obtain additional revenues in the short term so that we’re not making drastic cuts to the long term without fully thinking through if those cuts reflect the values that we want our city to be based upon.”
