Today's the day City Council decides whether to enact a largely controversial soda tax, which would impose a 2-cents-per-ounce tax on sweetened beverages. If enacted, the tax would generate $60 million this year. The mayor has also proposed a 10 percent property-tax hike, which would raise $95 million.
